
A New York couple has been charged after allegedly “hot-boxing” in a parked car as a 2-year-old boy was in the back seat. Phillip Fraisar, 36, of Hamlin, and Kasey Renee Buckmann, 27, of Rochester, were arrested August 31, 2025, in Miami Beach, Florida, Local 10 News reported.
A witness allegedly observed the couple smoking marijuana and drinking tequila in a parked car about 9:20 p.m. Fraisar’s 2-year-old was sitting in the back seat, fully exposed to the secondhand smoke. When officers arrived at the Clevelander Hotel, Fraisar had left the vehicle. Buckmann and the young boy, however, were still inside.
“The marijuana smoke filled the vehicle, as is commonly referred to as hot-boxing,” the Miami Police Department noted in a report, per the New York Post.
After Fraisar returned to the car, police found a “large clear bag of marijuana” under the driver’s seat as well as a pistol in the glove box, according to the Post.
Buckmann and Fraisar were charged with one count each of child abuse. Additionally, Buckmann was charged with possession of marijuana, while Fraisar was charged with one count of felon in possession of a firearm. In 2015, he was convicted of criminal possession of a weapon in New York, per Local 10 News.
Ultimately, Fraisar was released on a $1,000 bond, with Buckmann also released. Their next court date is set for September 30.
