A 28-year-old Philadelphia woman allegedly shot an infant in the leg over a drug debt. Dominique Billips reportedly shot the baby on July 18 outside a home in the 4000 block of Meridian Street after a disagreement with the child's parents. Shocking surveillance video appears to show the unidentified mother screaming at Billips after she allegedly fired shots at her 7-month-old son.
The infant was hit in the leg by gunfire but survived the attack, ABC 6 reported. Police located the suspected shooter a short time later and took her into custody. Now, many wonder why anyone would shoot an innocent baby.

Police released video of the alleged attack.
The Philadelphia Police Department shared a surveillance video on its Facebook page that appears to show Billips firing multiple shots at the unidentified infant and his parents. Video shows a stroller on a sidewalk and a shooter walking toward the infant and at least one adult and firing three shots. A woman can be heard screaming, "My baby!"
The incident disturbed police.
Philadelphia Police Lieutenant Dennis Rosenbaum said in a news conference that anger could lead to devastating consequences, per USA Today.
"Sometimes the things we see are mind-boggling," Rosenbaum said. "People get so angry, they always resort to nonsense. I just don't understand it."
The shooter and victims reportedly left the scene.
According to USA Today, police arrived and found evidence a gun had been fired, but the victims were not there. Someone apparently took the infant to the hospital in a private vehicle. Per the news outlet, the infant was released from the hospital and is stable. No one else was injured during the attack.
It appears the infant's father may have been the target.
Rosenbaum said during the news conference that the infant's father might have been the target, and the mother got involved during an altercation. It appears the mother and baby took off and the father was following, but no one realized the shooter was behind them.
"You see in that video, she really points the gun at the mother of the baby, who's also a juvenile, and fires. Luckily, she missed," Rosenbaum explained. "Obviously, that's when the baby got hit. A 7-month-old baby isn't going to remember that, but it's always going to be out there. That story's always going to be out there."

Police found Billips a short time later.
After releasing video footage, a tip reportedly led to Billips' arrest, USA Today reported. Police obtained a search warrant for the woman's residence and allegedly found an extended magazine and multiple rounds of ammunition.
Billips was arrested and charged with three counts of aggravated assault, reckless endangerment of a person, and other offenses, according to police. It is unclear whether she has obtained an attorney or entered a plea.
