A government shutdown might not mean that construction on the White House East Wing is halted, but it could mean a pause in food assistance benefits for people across the United States in November 2025. So one mom came up with her “simple idea” on TikTok to hand out shelf-stable and non-perishable foods that kids would like on Halloween instead of candy.
Things like packets of ramen noodles or individual microwavable macaroni and cheese cups could make a world of difference for families who might struggle because of a potential pause in their benefits in their states. According to CBS News, those who receive SNAP (Supplemental Nutrition Assistance Program) benefits could be left without their assistance in November.

Handing out food instead of candy could be what some preteens and teens actually want.
In her video, the mom shares that “ramen is way cheaper than Halloween candy” and goes into her idea of what to hand out on Halloween instead of or even in addition to candy. Some preteens and young teenagers who still go trick-or-treating might even prefer something they can make and eat instead of a mini candy bar.
“With the possible loss of food stamps and SNAP and all of that, maybe an idea for some of you, if you do trick-or-treaters, if you have some truck-or-treats, this is a great way for kids to get food without feeling embarrassed too, ’cause, like, we’re giving it away for Halloween,” she explains. “And if they want to stock up, like, I’m not gonna say so, just an idea.”
Other users commented on the TikTok to share their own ideas about how to use Halloween to help families. Someone even said they gave out 350 cups of ramen in the past, and hope to give out more amid the potential SNAP shutdown.
“I love this,” a mom commented. “We are one of the families losing benefits and ramen is one of my son’s safe foods.”
The TikTok creator assured others that she will still have candy available for any trick-or-treaters who want it. But the idea is to offer something more in case they need it.
“Halloween is just going to be one big food swap,” another user wrote under the video. “Sweeter than candy in this crazy time.”

CBS News reported that more than 40 million people across the United States receive SNAP in the form of prepaid cards that are recharged each month and offer funds for food specifically. The government shutdown means that those in charge of ensuring the cards have their updated funds at the top of the month are not working. If millions of Americans are unable to receive the benefits they rely on, this Halloween hand-out idea could help a lot of people.
